Audit Confirms Strong Internal Controls and Responsible Use of Funds by Discover Puerto Rico
For the seventh consecutive year, Discover Puerto Rico received a favorable opinion in its Annual Financial Audit and Federal Compliance Report, validating the proper management of public and federal funds.
The audit, conducted by RSM, evaluated the use of resources for the fiscal year ending June 30, 2025. The report identified no exceptions or findings, confirming that the destination marketing organization’s (DMO) financial statements accurately reflect its financial position and the strength of its internal controls.
Since its establishment under Act 17, the organization has been required to undergo this independent process annually. As in the past four years, in addition to the financial audit, a Single Audit—required for entities receiving more than $750,000 in federal funds—was also completed, with favorable results.
“This is clear evidence that the DMO model works. Currently, for every dollar invested in promoting the destination, the economy generates $72, and the government collects $7 in room tax. This level of return would not be possible without rigorous and transparent management of promotional investments. It is precisely this discipline that has allowed us to drive demand to record levels in recent years,” said Jorge L. Pérez, Chief Executive Officer of Discover Puerto Rico.
“Beyond regulatory compliance, the results of this audit reaffirm the transparency and accountability policies that Discover Puerto Rico has upheld as a fundamental pillar since its inception,” added Fernando Rodríguez, Chief Financial Officer.
The report also highlights that 86% of the budget is allocated to marketing, promotion, and sales efforts, significantly exceeding the 50% minimum required by the law that established the organization. This approach aligns with its mission to position Puerto Rico as a leading destination and maximize the economic impact of public investment in its promotion.
The report was presented to Discover Puerto Rico’s Finance and Audit Committee on March 13 and, as required by law, the financial statements were shared with the Executive and Legislative branches of the Government of Puerto Rico. At the federal level, the organization’s consistent compliance has resulted in its classification as a “low-risk” entity, following four consecutive audits with no findings.
This latest favorable result reaffirms the strength of Discover Puerto Rico’s management model, based on the responsible use of public resources and a strategy focused on generating economic return for the Island through tourism.
